If I recall, that's the company that provides you a pretty handy 3rd party program you install on your computer. It then allows you to create your own flat rate and even create Repair Rate labels (like, if you didn't want something called Primary or Standard, you could change the names).
I've imported a couple, and the process was really easy and the 3rd party utility (which I didn't work with, but saw) looked really neat.
Hopefully I'm thinking of the correct program, maybe someone else can confirm/elaborate!
